A framework to standardize technical audits of public procurement
The ARMP has developed a Technical Audit Framework for the Award and Execution of Public Procurement, a methodological framework designed to assess the compliance of procedures with current regulations. According to the ARMP, this tool enables standardization of audit methods across the country, while ensuring the consistency of reports produced by public actors. The framework includes evaluation methods, analysis tools, standardized verification checklists, and reporting templates, thus providing a common foundation for technical audits.
This framework is a structuring tool that standardizes audit methods and ensures rigorous consideration of critical aspects of the procurement process.

Training at CREFCoP to strengthen the capacity of public actors
From October 13 to 23, 2026, the ARMP will organize a training session at the CREFCoP (Centre for Research, Studies, and Training in Public Procurement) dedicated to the application of this framework. This initiative is part of a broader effort to strengthen the capacity of public actors in public procurement, a strategic lever for the economic and social development of Benin, as highlighted by the ARMP. The training targets agents responsible for the award and execution of public procurement, providing them with the necessary skills to rigorously apply the methods defined by the framework.
A tool designed for continuous improvement, not for punishment
Unlike a purely punitive approach, the technical audit framework is presented as a lever for continuous improvement of practices in public procurement. According to Madame Francine Houangni Aïssi, Vice-President of the ARMP, this tool allows for identifying shortcomings in procedures and proposing corrective measures to optimize system performance. Technical audits are therefore not limited to detecting irregularities but also aim to strengthen governance and enhance transparency in public procurement management.
What this changes here: towards a more performant and consistent public procurement system
For businesses and administrations in Benin and West Africa, this training could strengthen the reliability of public procurement procedures, thereby reducing the risks of litigation related to non-compliance. Rigorous application of the technical audit framework would enable local stakeholders to benefit from more comparable and reliable reports, facilitating evaluations and continuous improvements. Furthermore, this initiative could inspire other countries in the sub-region to adopt similar frameworks to harmonize their public procurement practices, thus promoting better regional market integration.
