A dedicated committee to structure regional quality and compliance
The 12th meeting of the ECOWAS Conformity Assessment Committee (ECOCONF), organized by the ECOWAS Commission from October 15 to 17, 2026, in Abidjan, Côte d’Ivoire, marked a key step in implementing the ECOWAS Quality Policy (ECOQUAL). According to the Commission, this event aimed to strengthen the regional quality infrastructure, improve business competitiveness, and facilitate commercial exchanges within the ECOWAS zone.
Funding for this initiative comes from the Trade Competitiveness and Market Access (ATCMA) program, supported by the European Union and implemented by UNIDO and the ITC. This international collaboration strengthens the credibility of the actions undertaken by the Commission.
The ECOWAS Commission aims to make ECOQMARK an indispensable symbol of quality for producers and consumers in the region, while strengthening the technical capacities of member states.

ECOQMARK: A provisional list of regional certifiers and a quality symbol to display
During this meeting, a provisional list of eligible national certification bodies to issue the regional ECOQMARK brand was established for specific product categories. This certification, intended to become a credible symbol of quality for West African producers and consumers, is part of a broader strategy to protect consumers and promote local products in international markets.
The Commission has also recommended strengthening the technical capacities of the certification bodies of Member States to ensure the effectiveness and consistency of the ECOQMARK system. This measure aligns with the goal outlined by the deputy director of the private sector and industry, Peter Okonkwo Oluonye, who emphasizes the need to build an inclusive and effective regional quality infrastructure.
Certification of Renewable Energy Skills: A Regional Program for Off-Grid Solar Systems
Another key aspect of this meeting focused on the approval of a regional certification program for the skills of designers, installers, and inspectors of off-grid photovoltaic solar systems. This program, led by the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), aims to standardize qualifications in a rapidly growing sector in West Africa.
Participants also discussed measures to enable West African products to comply with voluntary sustainability standards, a criterion increasingly demanded on international markets. The goal is clear: boost the competitiveness of local businesses and facilitate their market access, while supporting industrialization and sustainable development within the Community.
What this changes here: opportunities for businesses and administrations in the sub-region
For Beninese and West African businesses, the accelerated adoption of ECOQMARK could simplify access to regional and international markets, provided they commit to certification processes. Public administrations, for their part, could integrate this mark into their tenders to ensure the quality of acquired products and services, thereby strengthening the trust of citizens and business partners.
The renewable energy skills certification program would offer companies specializing in solar or green infrastructure a competitive edge by training their staff according to recognized regional standards. For governments, this could facilitate the implementation of industrial policies aligned with market demands, while addressing energy transition challenges.
Finally, the structuring of a high-quality regional infrastructure would reduce non-tariff barriers among member countries, thus promoting intra-ECOWAS trade. IT consulting firms, such as those in Cotonou, could assist local SMEs in adopting these standards, by developing software solutions or audits tailored to ECOQMARK requirements.
